Keith joined JCA and opened the Austin office in 2007. Keith has almost 30 years of experience in atmospheric dispersion modeling, air permitting, air monitoring, and expert witness testimony. His 30 years of experience is almost evenly split between consulting at RMT, Inc. and Espey, Huston & Associates and in model development, model implementation, and research at the Texas Commission on Environmental Quality (TCEQ) and its predecessor agency, the Texas Air Control Board (TACB).
Keith has performed atmospheric modeling for thousands of air permit applications. He recently completed the development of the meteorological data sets used at the TCEQ for AERMOD. He has also prepared Texas air permit applications for many different industry types and has testified in several dozen contested case public hearings. In addition, he has provided expert witness testimony in toxic tort cases and has taught short-courses in air pollution meteorology and modeling.
Keith is a member of the American Meteorological Society and is a licensed Professional Engineer in the state of Texas. He earned a B.S. in Engineering Sciences and a M.S. in Engineering from The University of Texas at Austin. Click here to reach Keith via e-mail.
